Abstract
The Healthy People 2010 Final Review presents a quantitative end-of-decade assessment of progress in achieving the Healthy People 2010 objectives and goals over the course of the decade. It provides the most recent tracking data available on or before March 1, 2011, for the 970 objectives in each of the 28 Healthy People 2010 Focus Areas. We will describe the procedures used to measure disparities among population subgroups in connection with the second goal of Healthy People 2010, which is to “eliminate health disparities.” We will discuss methodological issues that arise in the selection of the best group rate, as well as in the definition of a summary (or average) index of disparities. Those considerations impact how changes in disparities over time are ascertained.
